Paul, our recent national assessment found that SODC’s emerging Local Plan said that it would look at self/custom build opportunities and it now has a demand register, which will soon be a legal requirement. We’ll be looking at the draft Plan closely when published to see what action is being taken. The SHMA failed to assess demand but advised the Council to do more to support such housing. The Council currently has no supporting policy and is therefore in a weak negotiating position when determining proposals such as yours. The NPPF is very clear that Councils should assess demand and plan for such housing. The Housing Minister’s letter to all Councils also flagged that they risk their plans being found unsound if they don’t do this. We also now have some useful appeal decisions coming through to support this position. Good luck!
